Where is Command Responsibility?

A commenter in this blog noted that lately, the PNP has “taken hit upon hit in the past few weeks.”  He further cited the shooting of a security guard and a bar owner in La Trinidad by a cop who was in drinking spree with three other colleagues, the shooting to death of four teachers by a cop who also moonlights as a 5/6 agent and of course the involvement of cops in the assassination of Chief Inspector Medrano in Novaliches.

He ended his comment with a rhetorical question, “Is there still hope?”

My answer is direct:  yes there is hope and we can start by changing the Chief, PNP who is responsible for all of this by virtue of the doctrine of command responsibility.  But this recommendation needs elaboration so let me focus this article on command responsibility then and command responsibility now.

In 2010, PSSUPT Elmer Jamias was sacked as Chief of Police of Muntinlupa City a few days after his men were caught in an entrapment operation for extorting money from a businessman.  In 2011, PPSUPT Victor Loares was relieved as Chief of Police of Makati three days after one of his PCOs shot dead a scavenger.  Just this year, Supt. Bernard Tambaoan was relieved as Chief of Police of Caloocan City “due to certain
deficiencies in administrative performance.”  Five days later Supt. Luis Rafinan Francisco Jr. was also relieved as Station Commander MPD Station 11.

The officers mentioned above were relieved for much much less offenses committed by their men on the ground.  The officially given answer was command responsibility.  Why then that up to now, the Chief of Police of Pasay and the PD of Benguet are still not relieved?  In both of these cases, the failure of these COPs to supervise their men is very apparent.

But the most logical option now is still to lay the responsibility on the highest PNP officer of the land.  The PNP has suffered enough.

Time for PDG Alan La Madrid Purisima to salvage what is there left to salvage in his career reputation by owning up to the time honored tradition of great commanders:

Command responsibility.

Dami din crime sa taguig city sir... i guess somethings wrong sa leadership ng pulisya..in less than 1 month 3 ang pinatay malapit sa street nmin gamit ang fully automatic na firearms..kanina lang bago ako mgacomment may putukan na nman dito sa malapit pa sa camp bagong diwa location namin.its like the cops are not doing their job anymore. Tsk tsk

Sir, I can't help but compare, when Pnoy took office in 2010, there was this guy from PAGASA who made a mistake in calculating the path of the storm, Prisco Nilo, he got a public dressing down from the president and was forced to resign from office, then there is the SECDEF who mistakenly identified concrete blocks in the West Philippine Sea as built by China, whereas it was built by the Americans in the 90s, yet no reprimand whatsover, that mistake added fuel to the tension between Philippines and China, then you have a CPNP who seemed to have lost control of his men as evidenced by cops being involved in all types of shenanigans, yet the president keeps defending him! I find it amusing that it takes the president to defend that guy, sometimes i wonder, pipi ba sya at di sya makasalita?

    1. hehehe, napapansin mo ba ang mediocrity sa administrasyong ito? no matter how gazmin embellish his military record, one things simply stands out as the source of his luck: ninong nya sa kasal si ninoy. yun lang.

      at si purisima, about mediocrity, well, ayaw ko na magdagdag pa sa bugbog na inaabot nya ngayon sa mga kritiko. nasa dalawang article ko na sya. hahaha!

    2. hehehe, eto sir from the people who were on the ground, during typhoon yolanda, gazmin went missing during the fury of the storm, the 8ID has to send a rescue team a-ala Saving Private Ryan just to look and secure him
